STAFF REPORT ISLAMABAD: As part of its initiative to promote research in various fields, the Australian government has awarded scholarships to 51 Pakistani professionals to undertake Masters level study at Australian universities in 2011.

“The scholarship holder will study subjects agreed with the government of Pakistan that address key development needs in the country including maternal, neonatal and child health, primary education, rural development, food security and agriculture,” says a statement issued by the Australian High Commission.

During a pre-departure briefing to the students, Rebekah Grindlay, the Australia's Deputy High Commissioner to Pakistan, told them the Australian Development Scholarships programme provides education opportunities for people from less-developed areas in Pakistan, including Balochistan, Khyber Pakhtunkhwa and the FATA.

She said that the scholarship recipients are required to return to Pakistan after completing their studies, ensuring that they bring their newly acquired skills home to contribute to the development of their country.

She also said that his country would continue the scholarships awarding initiative in future especially for the backward areas of Pakistan as it would play a significant role in bringing these areas at par with the other developed areas of Pakistan.

"The first shipment of the company's 'Solar Panel' is expected to arrive in Pakistan by the end of this month which would be a significant initiative regarding meeting the energy crisis in the country," Suyoung Ryu, General Manager of LG Electronics Pakistan, told the media here.

At this stage when Pakistan is facing a constant sever energy shortage, solar energy could be the best alternative solution to minimize the problem.

STAFF REPORT ISLAMABAD: ZONG has emerged as the clear winner for the third quarter of 2010 with a net addition of over 740,000 subscribers in the period taking the company’s subscribers number to 7.5 million, shows the recently released figures by the Pakistan Telecommunication Authority (PTA) here.

According to the PTA figures, with over 500 million subscribers, China Telecom, which had entered Pakistan just over two years back in the shape of ZONG, is regarded as the largest cellular service provider in the world. In the 2 years since its foray into Pakistan, China Telecom has invested over $1 billion into establishing itself and its brand, and it seems that some return is slowly starting to creep in.

The overall cellular phone users increased to 100.715 million in the country by October 2010.

STAFF REPORT ISLAMABAD: The government has decided to ban official use of BlackBerry cellphones to plug leakage of sensitive information to hostile parties, well-informed sources in the Interior Ministry said.

According to them, the decision has been taken at a high level meeting following the reports that the Indian government is attempting to acquire the capability of intercepting transmissions in the hope of extracting sensitive information from Pakistan.

“Sensing the critical situation, the Pakistan Armed Forces - Army, Air Force and Navy have already banned the use of Blackberry for official business,” a government official informed this scribe on condition of anonymity.

“Inter Services Intelligence (ISI), Intelligence Bureau (IB), Ministry of Information Technology and Ministry of Law, Justice and Parliamentary Affairs are backing this proposal,” the sources added.

It is to be mentioned here that some federal and provincial departments’ functionaries are using BlackBerry cell phones for communication of official voice and data.

IT experts say that lead of sensitive information through Blackberry is quite possible as the keys of this cell phone are controlled by a foreign-based company. “In this way, a subscriber using BlackBerry is outside the communication security regime of the government of Pakistan,” they said and added that the moment a BlackBerry is switched on, it is automatically connected to the Internet, which is easily detectable.

“Voice as well as data being transmitted by the set is thus available to interested/hostile parties based abroad and can, therefore, be exploited for ulterior motives,” the official explained and said that a BlackBerry phone has proved to be a security risk.

The sources disclosed that the Cabinet Division has recommended that any communication which has control outside Pakistan should not be used in view of high risk of cyber espionage.

Chinese and French governments have already imposed ban on Research in Motion (RiP). There are also reports that Saudi Arabia and United Arab Emirates (UAE) have undertaken initiatives to place restraints on BlackBerry services. The US and European countries have vital interests and troops in Afghanistan.

“The steps taken China and France about Blackberry phone use are enough to justify the official ban of this phone in Pakistan,” the official reasoned out. Therefore, it can be safely assumed that there can be attempts to monitor communication traffic originating from Afghanistan and surrounding countries. The possibility of some foreign states supporting their security partners to facilitate access to the communications traffic originating on BlackBerry network in the region cannot be ruled out.

Where did you get your education?

Shoaib Khalil: My early education was in Lahore, I did O ’Levels from St. Anthony’s High School. After passing A ‘Level’s exam I was fortunate to be admitted at Institute of Business Administration in Karachi from where I received BBA (Hons.) and later MBA degrees. Recently I also received Marketing certification from Kellogg Business School through an interactive online program (thanks to improved technology!).

How you started your career?

My first job was in Reckitt Benckiser as Area Sales Manager, and later as Assistant Brand Manager in the same company. I joined IT industry back in 2004 when I moved to Microsoft in Sales function.

Brief us about your journey with Microsoft.

I’m associated with Microsoft Pakistan since 2005 in multiple roles. I joined Microsoft as OEM (Original Equipment Manufacturer) PAM (Partner Account Manager) and later served as PAM for Dynamics Business Solutions. During this role as OEM PAM I worked on launching national PC initiatives and later as Dynamics PAM I was instrumental in rolling out Dynamics ERP (Enterprise Resource Planning) and CRM (Customer Relationship Management) business is Pakistani market in close collaboration with EPG, PS and SMSP teams. Currently I’m the Marketing Lead for Microsoft Pakistan.

What motivated you to start a career in Marketing?

Having spent many years of my career in sales roles, and directly interacting with customers and partners made me aware of the gap that something exists between sales and organization’s marketing strategy. Marketing provided me with an opportunity to apply filed knowledge to bridge that gap. In retrospect I also feel that marketing allows me to think strategically and take view of the world that goes beyond the months or quarters or years.

Where technology is taking us?

During the past few decades’ incredible advancements in technology have revolutionized the way people around the world communicate, run business, find information and much more. In years to come (which it is not far away), information technology will continue to transform business productivity and will have a profound positive impact on our day-to-day lives. It will also help us to address important global challenges related to education, healthcare, energy, and other issues.

How do you see the potential and challenges to do business in Pakistan?

We see a tremendous opportunity and potential in Pakistan and the real challenge is to utilize this incredible potential. Pakistan is the seventh largest country in the world in terms of population and we have more than 100 million cell phone users and approximately 25 million internet users. The question is how do you convert this potential into viable business venture. This generates sustainable revenue not only for us but also creates employment and growth opportunities for our customers and partners.

How difficult is it to sell and market IT product in local markets?

Given high piracy rates in Pakistan, we have faced many hurdles in the past but the situation is improving over time. There is increased awareness and realization among private and public stake holders who respect intellectual property and believe that this is the right thing to do because it creates new business opportunities and promotes an environment where foreign investment grows. Having said this, there is still lot of work that needs to be done in this regard.

Are you satisfied with the achievements of Microsoft in Pakistan has made so far?

Microsoft has been in Pakistan for last 10 years and I think we have come a long way. We have expanded our workforce and partner eco system in Pakistan along with our business. What makes us really proud is our contribution towards Pakistan’s economy and society.

Microsoft was one of the largest donors in the flood relief effort; we contributed around 5 million USD in cash and software grants. Under our Partners in Learning Initiatives over 3 million students now have access to latest technology in the public schools in Punjab province only.

Microsoft Innovation Centre in Karachi is helping thousands of students and start-up companies to build successful careers and business for the last four years. Microsoft has made consistent and significant contributions towards bridging the digital divide in Pakistan and has helped many businesses through its innovative solutions and programs.

What is the future of online activities in Pakistan?

If I stretch your question a little bit; I would like to look at what happened and that is still happening in online world in response to the most devastating floods that have hit Pakistan. Companies like Microsoft, Google and Yahoo put up disaster response portals (using their online properties) immediately and they were able to link general public with disaster relief operation and NGOs in the field, and people were able to donate online. Today most organizations have some kindly of flood relief information on their websites, and this is the topic which Pakistanis are concerned about.

What are your recent campaigns and new initiatives at Microsoft Pakistan?

Microsoft offers an amazing array of products and services to a broad spectrum of customers. Most recently we launched a campaign around upcoming internet explorer9 for students and general Internet users, to help them have a richer and better experience browsing the web. Our Open Door event in Karachi brought around 1200 stake holders from the ICT industry across the Pakistan. Beginning FY11 we will be launching a new campaign to educate general public about the benefits of using genuine software, we plan to utilize social and digital media to have a dialogue with our customers in this regard. Last but not the least we will continue to engage customers across Pakistan on cloud computing and coming shifts in the technology industry.

How do you see the role of Technology Times to promote awareness of technology and its applications in Pakistan?

As we all know, Media is the fourth pillar due to its important role in shaping public opinion and creating awareness. Technology Times has done a great job in terms of promoting not only the ICT industry but overall science and technology at large in Pakistan. While at the same time Technology Times has provided a forum to industry where we can share opinions, experiences, and the challenges we are facing and we can highlight them. And they achieved this success in just one year, this is really remarkable.

STAFF REPORT HYDERABAD: A Chinese university will send its researchers soon to study the Thar coal in collaboration with the Geology Department of University of Sindh.

“Our university has inked two academic linkage with Vice Chancellor agreements with Shadong University of Technology and Shadong University of Economics and Business,” said VC, University of Sindh, Dr Prof Nazir A. Mughal told the media here.

He said that the agreements with the Chinese universities will help students of Sindh University to exchange their research studies on various aspects of coal reserves of Tharparkar.

The VC said that he had signed an MoU during his recent visit to attend the annual conference of North East Asia Council in Hangzhu.

He observed that universities in the United States and the United Kingdom were bearing the crunch of massive cuts, Chinese universities were being given international recognition for higher education.

The Thar coal has emerged as the world’s major deposit and the government of Pakistan is exploring all available options to tap the potential of this natural treasure. This coal has proved to be the best option to generate gas and power, which would help in overcoming the energy crisis in the country.

“No tax exemption is available to manufacturing and imports of small hydro, wind and solar renewable resources under the provisions of the Income Tax Ordinance, 2001,” sources said while quoting a letter of FBR to Finance Division.

The sources said that no customs duty or sales tax for machinery equipment and spares meant for the initial installation or for balancing, modernization, maintenance, replacement, or expansion after commissioning of projects for power generation utilizing renewable energy resources subject to fulfillment of conditions under the relevant notification. The imposition of tax would increase the prices of imports of small hydro, wind and solar renewable resources which would create more concerns among the relevant sectors.

As part of the strategy to attract more foreign investment especially in Punjab, the Punjab Board of Investment and Trade (PBIT) has signed 11 Memorandum of Understandings (MoUs) with various UAE companies especially in the field of alternate energy resources including coal and solar energy.

The MoUs, involving $1.3 billion, include two Expressions of Interest, or EoI. These agreements were signed by PBIT Vice-Chairman Rizwan Ullah Khan and executives of the UAE companies during the one-day Pakistan Business and Investment Conference 2010 held in Dubai last week. Punjab Chief Minister Shahbaz Sharif was also present on the occasion.

Under the agreements, 10 Star Group will invest $ 100 million for the establishment of solar thermal and coal-based power plants; Getronics will invest $ 100 million for enhancing the quality of governance in the province through the use of advanced IT infrastructure; Arif Habib Group will invest $80 million in the real estate sector; BF Biosciences will invest $50 million in vaccine manufacturing facility for foot and mouth disease; Big Bird Group will invest $27 million in ready to eat and ready to cook food products in the poultry sector; Nirala will invest $3 million in slaughterhouse; Commit will invest $1 million in the dairy sector; while Microsoft will install its Live@edu free hosted, co-branded communication and collaboration services for students, faculty, and alumni at all-boys’ schools.

PTCL offers EVO services to Dow University

Pakistan Telecommunication Company Limited (PTCL) and Dow University of Health Sciences have signed an agreement wherein the latter would provide the EVO service on discounted rate to faculty, doctors, students, and staff of the university and its affiliated institutions.

“The EVO services would enable the medical community to avail high speed wireless broadband service for professional, academic and personal use while using Internet at workplace and home,” said an official of the PTCL after the signing ceremony of the agreement here.

STAFF REPORT ISLAMABAD: The ‘National Rabta Information Portal (www.pakistan.pk) has been launched in Pakistan, that would for the provision of information and content repository to information seekers from within and outside the country at one place. The portal has been developed by the Pakistan Telecommunication Authority (PTA).

The portal has a theme of ‘connecting the un-connected’ Internet links so any user who visits the portal can be able to access information from a single source. “During the last decade the Internet has emerged as the most important source for information dissemination, in addition to TV and radio. The outreach of internet has recently touched 2 billion users mark globally,” PTA Chairman Dr. Muhammad Yaseen said this in his remarks while addressing the portal inauguration ceremony here last week.

About the objectives behind developing the portal, he said that the primary purpose of this initiative was to create a single source facilitation web portal that allows users to access any and all information regarding Pakistan.

The web portal has currently more than 1000 web links. Similarly it has 84 downloadable forms of various categories placed on it. It also contains links on educational institutions of the country, hospitals of Pakistan, print and electronic media, federal and provincial institutions and private sector.

 STAFF REPORT ISLAMABAD: In a major development towards resolving the natural gas shortage, Pakistan has finally joined Turkmenistan, Afghanistan and India in signing the long-awaited over $7.6 billion dollars gas pipeline project to help it meet its sharply rising industrial and domestic demands. The agreement was signed last week in Ashghabat.

According to the project, the 1,680 km long Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline backed by the Asian Development Bank will bring 3.2 billion cubic feet of natural gas per day (bcfd) from Turkmenistan’s gas fields to Multan in Central Pakistan and end in the northwestern Indian town of Fazilka.

Construction of the pipeline is likely to commence soon and will be completed by 2013-14. The project would help overcome Pakistan’s growing energy crisis that has caused electricity shortages and protests across the country.

Under the agreement Afghanistan’s share would be 500 million cubic feet per day (MMcfd), Pakistan 1,325 MMcfd and India 1,325 MMcfd.

The demand for natural gas in Pakistan has increased by almost 10 percent annually from 2000-01 to 2007-08, reaching around 3,200 MMCFD, against the total production of 3,774 MMCFD.

During 2008-2009, the demand exceeded the available supply, with production of 4,528 MMCFD against a demand for 4,731 MMCFD, indicating a shortfall of 203 MMCFD.

The project was initially designed to provide Turkmen gas to Pakistan through the volatile Afghanistan in an agreement signed in May 2002 in Islamabad and was known as Turkmenistan-Afghanistan-Pakistan pipeline project. India was later invited to join in April 2008.

STAFF REPORT ISLAMABAD: In order to combat a deadly cotton crop virus that has resulted in a reduction of one-fifth in production of cotton, Pakistan and the United States have launched a multi-million dollar ambitious research initiative.

“The two-tier cotton enhancement programme has been designed to develop cotton leaf curl virus (CLCV) resistant varieties of the crop in order to increase production by combating the virus,” said Dr Brian Scheffler of US Department of Agriculture after entering the agreement here during his visit to Pakistan.

The $9 million, three-year project, will also focus on building the capacity of agencies managing the biotech cotton framework and facilitate the implementation of seed laws.

Under this agreement, Pakistani scientists will work in consultation with US scientists and a team of four US experts will work through 2012 to find ways on how to cope with the problem, he said.

Pakistan is combating CLCV, a disease that attacks the leaves of the crop, for the last two decades and failure to find a solution has resulted in 20 per cent less production. This disease is very common in India, Pakistan and China.

In Pakistan, cotton and cotton products constitute a tenth of the gross domestic product of the country and as much as 55 per cent of foreign exchange is earned through these exports.

Experts said that the CLCV is especially bad in Pakistan and the problem is that the virus is constantly changing and researchers yet failed to ascertain the reasons of this change.

“In its present form, the virus is very aggressive towards cotton and has a big impact on productivity,” they added.

NCRD gets first solar powered water pump

STAFF REPORT ISLAMABAD: Germany has pledged to provide all technical assistance to Pakistan in its efforts to overcome the energy crisis as well as solve the potable water especially in remote and rural areas.

Most recently, a solar power hand pump donated by the German embassy to the National Centre for Rural Development (NCRD), has been inaugurated at the NCRD premises.

Stephen Roken, Deputy Head of Mission, Embassy of Federal Republic of Germany, said on the occasion that his country would offer all assistance to Pakistan in exploring the alternate energy options, “as we fully understands that the prevailing energy crisis in Pakistan is hampering the economic development of the country.”

The Solar Hand Pump is specifically designed to meet the needs of water for drinking and cooking for off-grid small community living. The pump can meet the everyday water needs of 500 people at an operating cost of Rs. two per litre.

Indian firms plan Bt cotton seed export to Pakistan

  MONITORING REPORT NEW DELHI: With Pakistan all set to allow commercial cultivation of Bt cotton, Indian seed firms are planning to cash in on the growing demand for genetically-tweaked item for its field-trial purpose there.

During the last six months alone, at least three Indian firms have got nod from the country's bio-tech regulator, Genetic Engineering Appraisal Committee (GEAC), to export the Bt cotton seed to conduct multi-locational field trials in different agro-climatic zones in Pakistan.

According to details, the neighbouring state’s firms hope to get the government's approval for commercial cultivation of Bt cotton in view of regular talks between agriculture ministries of China and Pakistan to develop Bt cotton varieties and also in view of the latter signing a pact with crop biotech firm Monsanto a few months ago.

It is to be mentioned here that GEAC, in its last meeting in September, had permitted Bioseed Research India to export Bt cotton BGII (Bollgard) cotton hybrids containing cry 1Ac and cry 2Ab genes to Monsanto Pakistan Agritech Pvt Ltd.

"The intended purpose of the export was for conducting multi-locational field trials in different agro-climatic zone in Pakistan," the members noted.

The no objection certificate is subject to the approval from Chennai-based National Biodiversity Authority and Pakistan's National Biosafety Committee, they said.

Pakistan is the fourth largest cotton growing country in the world and its total cotton acreage is equal to around 40 per cent of total cotton cultivated in India.

According to details, Qureshi, with no funds in hands, but determined enough, got the idea of Head Tracking System when he met a fellow in Saudi Arabia who was tremendously good at computer knowledge but couldn't use it due to arms disability.

Qureshi also invented another mind-blowing technology through which one can use computer system without touching it, rather just by moving your hands in the air.

He also said that he is currently working to convert this dream into a reality. The system, known as Brain Interface System, will turn dreams in reality.

Briefly tell us yourself and your organization?

Naveed Iqbal: Akhter Solar was established as a Public Limited Company under registered article in 2005 with its primary aim to become the first foundation of Solar Panel Industry in Pakistan, manufacturing PV modules with all the various requisites of the silicon industry. The State-of-the-art technology was introduced in the most significant and innovative trend at the first-ever manufacturing facility in Pakistan located in the heart of Hattar Industrial area, adjacent to the Haripur vicinity in North West of Islamabad (Pakistan). How do you see the competition among players of Solar Energy sector in Pakistan?

Not directly. Akhter Solar Limited is the only manufacturer of solar modules in Pakistan. If comes to price competition, we face immense competition with Chinese modules, whereas our prime focus is competing in quality with European modules.

What is your edge over your competitors?

In our solar modules we only use solar cells, which are the prime power generation engine, manufactured by Q-cells Germany who is the largest & one of the pioneers in solar cells manufacturing globally. We have already entered in new age of solar panels by introducing concentrator photovoltaic modules.

What is the scope of investment in Solar Energy and how do you see its future?

What could be the solutions of current energy crisis in Pakistan In your viewpoint?

In current energy crisis, the government has to encourage people to reduce usage of UPS as back up storage due to high losses rate in UPS. Solar panels should be used to produce electricity at least for back up usage. Solar panels are best source for electricity to store for back up use. The government needs to enhance energy resources on both long term & short term basis.

We have to improve our energy dependence and should add more electricity resources in our energy basket to achieve abundant electricity at average affordable prices. Pakistan has very huge potential for solar due to its location and weather conditions. Building of new dams is a long term strategy. In short term, the government must subsidize and create greater awareness of alternate energy solutions usage in Pakistan. As a nation, we need to learn our responsibility of energy conservation to help the government in energy crisis both at individual and community levels.

What are future plans of your company in Pakistan?

We are AlHamdulillah expanding our production capacity to 76MW per annum from 37MW per annum in near future. The long-term planning could include transfer-of-technology and local manufacturing of solar cells. We have already procured more land for new plant. CPV is new technology in solar energy and Akhter solar is proud to have CPV modules with cells manufactured by us and sign an agreement in spain for installation of 100KW solar power plant using CPV modules. Module installation is in progress and we already shipped CPV modules manufactured in Pakistan at our own facility.

Would you like to tell us issues & challenges in Solar Energy & Suggest Solutions?

So far solar energy is only feasible for small Solar home systems in Pakistan due to non-availability of feeding tariff. If reverse metering or net metering is introduced in Pakistan along with good feeding tariff, a significant number of industrial concerns & households will be encouraged to use solar energy and not only grid usage will be reduced but in many cases it will be supplemented with supply of energy to grid. The best solutions could be energy conservation, appropriate usage, improvisation of new energy sources and enhanced usage of alternate energy solutions as resources are abundantly available locally.

What are the investment opportunities in Solar energy sector?

Since there is no restriction or standardization on import of PV panels, the investors do not feel secure. Over 90% import of solar panels is non-branded products, which means a buyer cannot be sure of quality / performance of imported panels. Standardization is vital as Solar Panels are a hi-tech product where its users (in general) are non-technical. This dilemma creates difficulty in promotion solar energy and its benefits to general public. Moreover, lack of initiatives for renewable energy technologies from the govt. has worsened the situation. To give you a small comparison, in 2006 India and Pakistan were contributing 0MW from solar energy to grid, today in 2010 India is providing 1500MW to their national grid from solar energy and Pakistan is still at 0MW.

How the government could establish Solar Energy sector?

WAPDA should allow net-metering to encourage usage of alternate energy sources and by large focus on Grid-connected alternate energy solutions. This will not only help in reducing load on national grid but would additionally be an aid to meet every growing energy needs of the industrial section. The consumers can generally be categorized in 3 types; govt. and commercial offices, general consumers (including commercial markets) and industry. The demand for energy in govt. and commercial offices is higher during day time and less or almost zero at night. Whereas, general consumers especially households require less energy during the day time and more at night. The demand & supply gap between households and office consumers can significantly be fulfilled through improvisation of Solar Power Systems. Almost 20% energy can easily be inducted in WAPDA's existing system through reverse metering and greater use of solar energy solutions. Imagine every house as an independent (though small) grid that is contributing its part in national energy mix with lower cost than thermal.

Breifly tell us about the Nari Khorian Solar Energy installations?

In 2003, Akhter Group donated 100 solar panels to AEDB (for first such project in Pakistan) that involved provision of solar based lighting solutions at Nari Khorian, a village in the vicinity of Chakri - Rawalpindi. Other items used in any conventional solar system e.g. charge controller, LEDs and wiring etc. were arranged by the AEDB. Due to absence of ownership on behalf of govt. the project eventually failed. We are still willing to own that system and with confidence to run it properly. There may be certain obstacles at government end to handover this project to Akhter Group. Otherwise, we have assured and requested AEDB severally to handover this project to us with primary aim is to facilitate its final users.

Our tolerance is +3%, means 80watt module will definitely produce 3% extra energy. In our country commonly available Chinese modules are +/-10%. That means 80watt module may produce 72 watt

Germany has pledged to provide all technical assistance to Pakistan in its efforts to overcome the energy crisis as well as solve the potable water especially in remote and rural areas.

Most recently, a solar power hand pump donated by the German embassy to the National Centre for Rural Development (NCRD), has been inaugurated at the NCRD premises.

Stephen Roken, Deputy Head of Mission, Embassy of Federal Republic of Germany, said on the occasion that his country would offer all assistance to Pakistan in exploring the alternate energy options, “as we fully understands that the prevailing energy crisis in Pakistan is hampering the economic development of the country.”

The Solar Hand Pump is specifically designed to meet the needs of water for drinking and cooking for off-grid small community living. The pump can meet the everyday water needs of 500 people at an operating cost of Rs. two per litre.

PCSIR working to use Thar coal for energy

In order to overcome the energy crisis in the country, the Pakistan Council for Research and Industrial Research (PCSIR) is regularly working at the Thar Coal project and is in close contact with Thar Coal Wing in this regard.

“PCSIR is also planning to produce gas from coal on a larger scale and work on this project will start in near future,” Chairman PCSIR Dr. Shaukat Pervez told the media here last week.

He said that institute of fuel technology of PCSIR is already producing gas from coal on small scale and plan is to extend it on larger scale.

Design in this regard has been finalized to produce diesel from gas and fuel center of PCSIR is working day and night to expedite the process, he maintained.

The PCSIR is one of the premier R&D institutions in the country with a commendable record of applied research. "We have every plan in mind to improve the working of the institute", he added.

Talking about the projects of PCSIR, the Chairman said that a solar institution of PCSIR is working in Hyderabad and heaters and gysers are operated upon by solar energy there.

Following the persistent energy crisis in Pakistan, Iran has agreed to install a wind power generation plant in Sindh having a capacity of 100MW.

According to a government official, an Iranian company has signed a contract in this connection between Iran's commercial counselor in Karachi, Ahmad Fasihi, and members of Pakistan's Chamber of Commerce and Industries.

SANIR, a company affiliated to the Iranian Energy Ministry, will construct the plant in collaboration with a Pakistani private company.

Iran is the only Middle Eastern country who can construct wind turbines, and has been experiencing a growth in wind power generation in recent years.

It is to be mentioned here that Pakistan suffers from lack of energy resources. In mid June Iran signed a major long-term gas export contract with Pakistan.

Iran has great potentials in technical and engineering services and can help Pakistan launch power plants, he added.

Under the 7.5-billion-dollar contract, Iran will transfer 750 million cubic feet of gas per day for 25 years starting as of 2014, once the Pakistani section of the pipeline is completed.

The volume can increase to one billion cubic feet per day and the contract can be extended for five additional years.

What is your professional and academic background?

Tariq Malik: I had been appointed in strategic management role as Deputy Chairman by board members of National Database & Registration Authority (NADRA) in May 2008.

I have 18 years of strategic management experience in implementing high profile citizen centric technology solutions for the governments of the United States of America, Canada, Germany, Bahrain and Pakistan. He is well-known in the project and technology management as successful CIO, Senior Consultant Information Systems.

I have the honor to work as IT -Advisor of the former Prime Minister of Pakistan, Ms. Benazir Bhutto. I have done Masters in International Management from Heidelberg, Germany, after having completed Masters in Computer Science. As professional, I participated as guest speaker and attended various executive leadership programs offered by John F. Kennedy School of Government, Harvard University, Massachusetts, Stanford University, California, and American Management Association, USA.

How do you see the gravity of situation cropped up after natural disaster in Pakistan?

PAKISTAN is experiencing what looks like one of the most far-reaching humanitarian and economic crises in living memory. People of Pakistan, Federal and Local governments, banks, manufacturing sector, government agencies, crops, hopes and overall confidence have all taken a yet another pounding by the devastating floods.

A comparative study of the current flood in Pakistan with other world over disasters will help one realize the nature of calamity and will clarify the perpetuity of effort required to resolve it. With reference to population affected in this flood, the statistics clearly show that the largest number of people affected was in current flood flash as compared to any other natural disaster in the world. For example the number of people affected in Katrina (Aug 2005) was 500,000 and in Tsunami (Dec 2004) were 2,273,723 however the number of people affected in flood 2010 in Pakistan are 20,251,550.

According to the area affected this flood shares the largest disaster stricken area i.e, 132,000 sq/km while area affected in Haiti earthquake (Jan 2010) was 13,226 sq/km. House hold damage in this disaster is also the largest i.e, 1,884,708 which also accedes from Katrina i.e, 200,000.

As if fighting with terrorist as frontline state in war against terror was not enough, the poor nation was hit with yet another disaster – the mother of all floods! But the resilient nation of Pakistan stood up to this challenge as well. It reminded me of my favorite management theorist introduced to me by my Harvard Professor –Mr. Niccolo Machiavelli (circa 1530). Machiavelli would have reminded Pakistanis, that they should never, never, never waste a perfectly good crisis. The crisis and disaster offers an opportunity to the people of Pakistan to unite as one nation, to look towards the future of their children and rebuild Pakistan!

How do you highlight the role of NADRA in the large-scale cash-assistance program?

National Database & Registration Authority (NADRA), as usual volunteered itself to offer its services to assist government in bringing transparency in Cash Assistance Program in lieu of its Rehabilitation and Reconstruction Strategy for the flood victims. Since NADRA possesses the world largest multi-biometric citizens database, with adult registration swelling to 92% of the population (82.2 Million ID cards produced), and NADRA’s prior successful endeavors of using smart cards for cash disbursements, it was logical for government to task NADRA to come up with another smart card solution for flood victims.

NADRA immediately contacted world agencies to research the best role models or benchmarks, or best practices for a transparent cash assistance program that is easy for public to understand.

What is the expertise of NADRA to cope up with difficult challenge of funds distribution?

Since, in my pervious life, I was personally involved in providing relief services for Katrina Storm (in USA), therefore, I knew the flawed strategy implemented there so that was a big no no! There were problems with the systems implemented in Haiti, Tsunami and other relief efforts that involved cash. To my surprise NADRA’s last effort in using its database to win hearts and minds of Internally Displaced Persons (IDPs, an aftermath of Pakistan Army’s successful operation to flush out terrorist from Pakistan’s Swat and Malakand Region) was the role model for the world. NADRA distributed Rs.10 billion to 400,000 war-effected peace loving displaced families (who refused to side with terrorists propaganda) using biometric technology in short span of time. Economist (August 22, 2009) regarded it one of the best strategy for crisis management and relief effort. IDWORLD Congress award of outstanding world achievement was conferred to me last year was tantamount of the services of NADRA’s successful strategy. So far, the audit conducted on the money disbursed has not come up with any earth shattering observation. Not a single penny was misappropriated. Similarly another cash assistance program based on Smart Card Technology is becoming very popular in World Bank and United Nation’s circle is Benazir Smart Card Program. The financial assistance program is aimed at poorest of the poor based on Poverty Scorecard survey. Each eligible beneficiary is entitled to a chip based Benazir Smart Card which can be used at chain of partner shops to withdraw cash assistance. Powered by NADRA database, chip based smart card, and biometric technology, there is zero chance that somebody can hoodwink the system due to the validation checks enforced in system.

It would have been impossible to roll out smart card solutions en masse had NADRA not produced 82.2 Million ID cards. Both the programs reflect a new trend in the world and that I call ’data democratization.” No longer governments just stack citizens basic information, rather at times, when national security is at stake, life and well being of society is threatened and transparency and public confidence is questioned then good governance and effective service delivery demands solutions that are built on public data, provided privacy and confidentiality of citizens personal information is guaranteed!

What are the efforts of NADRA in providing relief to flood affectees?

In light of prior experience, NADRA came up with an ATM card solution known as WATAN Card for flood affected people. Watan in Urdu language means Homeland. The methodology devised by NADRA not only aimed at preserving the self respect of the people of Pakistan but also at empowering the vulnerable eligible flood victim. Twenty thousand rupees to the heads of the effected families are given as cash assistance in the first phase by handing over by using WATAN CARD which is a sort of ATM card.

NADRA has tried to make the procedure as simple as possible keeping in view the cross transparency issue. Provinces (local governments) notify flood affected area and then NADRA extracts a list of head of families, which are transmitted to a partner bank, who opens a virtual account of the beneficiary. Since NADRA’s database has a capability to spring up the family tree of a family, it is easy to pull up the list of head of family belonging to the provincially notified flood affected area.

The eligible beneficiary is then issued WATAN CARD from partner banks after some multi-biometric checks (1:1 finger prints verification and facial recognition). Some validation checks are also applied on database level to ensure transparency.

What is the mechanism and strategy NADRA towards Watan Card distribution?

The operation has kicked in few weeks ago after NADRA designed, developed and deployed its biometric software application at 22 distribution sites in just two weeks. Till writing of this article, we have distributed more than 1.2 million WATAN CARDS. Similarly NADRA has turned down successfully fraudulent attempts of many people to hoodwink the system because of its multi biometric and centralized citizen database.

In a global digital economy, governments need to use biometric technology in tandem with Information Technology solution to come up citizen centric crises management or disaster management solutions. Yet leaders of various economies fail to drive enough value from democratization of data fearing data security and privacy issues. Biometric Technologies coupled with Smart Card technology ensures citizen’s private data is not compromised and if the citizen gives his/her consent to use data to qualify for a social service that government wants to dispense then there are ways to securely do the same. It’s time to recognize that if democratization of data in form of biometric technology backed with National Citizens Database (or Civil Registry) is not a strategic asset in your government, it’s a strategic liability, as in absence of it transparency becomes the first causality!

STAFF REPORT ISLAMABAD: Pakistan has witnessed a very low broadband penetration, despite the push in the last couple of years and the drop in prices.

“The comparative study of the three-month period (June-August 2010) shows that additional 200,000 subscribers for the 2010-11 are expected to be registered,” said an official of the Pakistan Telecommunications Authority while talking to this scribe here.

According to him, based on that, the total number of broadband subscribers would be around 1.1 million by June 2011.

He explained that the percentage growth is fine but the overall number is unacceptably low which is a major point to be reconsidered.

The share of WiMax as technology is 29 per cent of the total subscribers of the country and is regularly growing.

As the government seems all set to get the Reformed General Sales Tax (GST) passed by the Parliament, the National Assembly's Standing Committee on Food and Agriculture has expressed its grave concern as this tax would be imposed on 500 food items thus badly affecting the agriculture sector’s growth.

In this connection, the Committee has decided to summon the representatives of Finance Ministry in the next meeting to be held on December 11 to have comprehensive briefing on the issue.

According to the plan, the RGST would be implemented on more or less 500 items relating to the agriculture.

“If this tax was imposed, the agriculture sector would be badly affected,” commented Aftab Sherpao, a member of the committee, during the meeting. He said that RGST would be imposed on fertilizers, tractors, pesticides and others items and small farmer would be badly affected by this levy.

It is to be mentioned that the last months torrential rains and flash floods have played havoc especially with the agriculture sector shooting up the prices of vegetables and other crops including wheat, cotton and sugarcane.
"We should encourage and provide maximum incentives to small farmers instead of creating hardships for them," Sherpao said. While discussing the status of the PARC Chairman, the members demanded of Prime Minister to resolve this matter immediately as the council is an important institution and it should not be harmed due to any dispute.

STAFF REPORT ISLAMABAD: South Korea has expressed its willingness to provide both technical and managerial support to Pakistan in the field of science and technology especially training of scientists, exchange of research as well as expertise.

In this regards, Ambassador of South Korea to Pakistan Choong Joo Choi held a meeting with Federal Minister for Science and technology, Azam Khan Swati, here last week.

It is to be mentioned here that Pakistan and South Korea had a scientific and technological co-operation agreement signed at Seoul since May 9, 1985, but it has been not active since 2000. However, it covers many areas of bilateral co-operation in the field of science and technology like training of scientists, exchange of scientific data, and joint research on the subjects of common interest, it was learnt. Moreover, four executive Protocols were successfully implemented until 2000.

Swati expressed the desire to share Korean experience of economic growth through simulating innovation in science and technology and reforming science-based institutions. Other proposals for the mutual co-operation in the field of science were to increase the exchange of students and also institutional linkages to extend programmes of industry-university collaboration.

The Korean ambassador said that his country recognises the significance of Pakistan in the region and is ready to play a role in the development and prosperity of this country. He promised to consider all the proposals and emphasised that such meetings should be continued so as to find out co-operation areas of mutual interest.

According to Azhar Ali Syed MD Tetra Pak, the 20-minute 15 TV programmes are the first of its kind consolidated and comprehensive dairy training knowledge aimed at enhancing millions of dairy farmers’ knowledge on farming techniques, diseases and vaccination.

“By using a popular mass medium like TV, we aim to impart useful knowledge and awareness among smallholder farmers and enhance dairy productivity in Pakistan,” he said.
He said that farming have less awareness about farming problems and enhancing the per acre yield, so this training initiative would help them a lot in improving their farming methods. The training covers a diverse range of subject matter incorporating themes such as silage, hay- making, deworming and mastitis, he said.

Taking serious notice of slow performance of the Pakistan Council of Renewable Energy Technologies (PCRET), the National Assembly Standing Committee on Science and Technology has asked the reason for not providing the alternate energy sources even after its establishing for the last 20 years.

The Committee, which met here last week Dr. Abdul Kadir Khanzada in the chair, also expressed concern over the payment of Rs 6 million to the consultant in the name of consultancy for the ordinary building.

It recommended to refer the issue to the Pakistan Engineering Council for probe into the contract awarding process.

According to a member of the committee, the meeting also recommended that the PCRET must focus over research and development issues only.

While evaluating the meritorious services of academicians for improving academic atmosphere in their respective institutions, the Higher Education Commission (HEC) has conferred Best University Teacher Award on 46 faculty members of public sector universities.

According to details, for the year 2009, 94 nominations were received from 47 public sector universities and degree awarding institutions. After scrutiny, 46 teachers were selected for award that comprises a Certificate of Merit and a cash prize of Rs 100,000 each.

National Assembly’s Standing Committee on Education Member Begum Nuzhat Sadiq was the chief guest at the awards ceremony. She said that recognition is a driving force for putting in more efforts to achieve further excellence.

HEC Chairperson Dr Javaid Laghari said that faculty was the heart of any university and reputation of the institution depended on its performance. He said universities were supposed to build communities and economies, but it was not possible without proactive contribution of teachers. Dr Laghari urged the faculty members to ensure that the quality of teaching and research improves constantly. He also underlined the importance of a strong linkage between universities and the industry.
